High Seas

Legal frameworks make it difficult to implement a true system of Matriarchy within most countries. Some people have looked at maritime law as an alternative – perhaps the High Seas would provide the venue?

Apparently, whatever port the vessel is registered with, maintains legal sovereignty over the crew. If one were to buy a vessel on the high seas so it has no registration and one tortured a man then whatever country your victim belonged would have legal authority. Alas, there can be no legal torture of men on the high seas.

At this moment you should be ask yourself what kind of crazy scary witch would even think of looking into this? Well, believe it or not, they exist. And I would happily submit to their plans.
